Grocery Store Ban in Saudi Arabia: Tobacco and Food Restricted

In a major regulatory update, Saudi Arabia’s Ministry of Municipal and Rural Affairs and Housing has officially banned small grocery stores (baqalas), kiosks, and mini markets from selling several commonly available items including tobacco products, dates, meat, fruits, and vegetables.

The new directive, issued by Minister Majed Al-Hogail, is part of broader efforts to organize and standardize retail operations across the Kingdom.

What Products Are Now Banned in Grocery Stores?

Under the new guidelines, baqalas and kiosks will no longer be permitted to sell the following items:

  • Tobacco products (including regular cigarettes, e-cigarettes, and shisha)
  • Dates
  • Meat
  • Fresh fruits and vegetables

These products may still be sold in larger supply outlets, such as supermarkets and hypermarkets. However, meat sales will require a separate license, even for approved establishments.

6 Month Grace Period for Existing Stores

While the new rule goes into immediate effect, current grocery store operators have been granted a six-month correction period to comply with the updated regulations.

Where Can These Items Be Sold?

The sale of the restricted items will now be limited to:

  • Supermarkets (minimum area: 100 m²)
  • Hypermarkets (minimum area: 500 m²)

Additionally, the regulation allows grocery stores to continue selling charger cables and prepaid mobile recharge cards.

New Space Requirements for Retail Stores

The new policy also sets specific space requirements for each store type:

  • Grocery stores: Minimum 24 m²
  • Supermarkets: Minimum 100 m²
  • Hypermarkets: Minimum 500 m²

These changes are expected to impact thousands of small shop owners across the Kingdom, especially in residential neighborhoods.
